Shlychkova graduated from the Gubkin Russian State University of Oil and Gas (Moscow) in 1982, and then from the Russian Presidential Academy of National Economy and Public Administration in 1996.
She has the diplomatic rank of Envoy Extraordinary and Minister Plenipotentiary (2nd Class).
1993-2002 – Head of the representative offices of the Federal Migration Service of the Russian Federation / Ministry of the Russian Federation for National and Migration Affairs / Ministry of Internal Affairs of the Russian Federation for Migration Issues at the Russian Embassy in Lithuania.
2003-2020 – Shlychkova held various positions in the central office of the Russian Foreign Ministry and its foreign agencies, including the Russian Embassy in Lithuania, the Permanent Mission of the Russian Federation to the OSCE, and the Russian Embassy in the Philippines.
2020-2023 – Deputy Director of the Department for Humanitarian Cooperation and Human Rights of the Russian Ministry of Foreign Affairs.
2023 – present – Deputy Director of the Department for Multilateral Humanitarian Cooperation and Cultural Relations of the Russian Ministry of Foreign Affairs, special coordinator of the Russian Foreign Ministry for the implementation of the state program on the Russian language.
Speaks English and Ukrainian.
